No. Don't you dare ask him out on a date. That is his job. I think you should move on. I say this because I've been through this before. You can, however, ask him straight out, "Do you like me or want to be with me?" Whatever floats your boat. If he says no or says he needs more time and can't give you a reasonable or no particular time at all, LEAVE HIM!!! Go on to the next, you deserve better.

Ask him to a group date that you get together. See how it reacts then at the end say you would love to do something with just him sometime if he is up for it. Maybe he just isn't assertive and likes you to take that lead.
