People think that saying the land is barren is a complete explanation of why dont seem to be able to offer these people any option but shipping food to them.
What would have to happen to renew the land and how might those in need be taught the skills necessary to help themselves?

Environmentalists hate Africans and actively campaign against using technology to help them (see above). They would deny Africa the same standard of living that they take for granted, all in the name of technophobia.

1) Irrigation
2) Hybrid plants that can withstand the environment
3) Fertilizer
4) Machines that allow more tilled, sowed, and harvested more efficiently.
