any program or any site where i can learn french .. free ..

Nothing's for free buddy. Try buying Rosetta Stone or getting for free on Ares or something. I'm not sure getting it illegally will be good quality but that's the only way to get a software for free unless you know someone personally who has it.
Personally I'd get a library card and go to their language center. That's assuming there's one where you are has a center like that.

Yes, you won't be able to find something good totally free but http://www.TheFrenchSystem.com is much cheaper than Rosetta Stone and if you ask me is just as good.
