We have tried asking them to ask to use our outdoor toys before taking them. They continue to not listen, they disapear and get broken. I live in a place where we don't have indoor storage. I understand where they came from things were considered for the community so I have tried to be understanding. I just saw a boy on one of my daughters bikes and he was riding it into the side of someones car!!! When I tried speaking to his mother she made out like she couldn't understand. They wander all over with no supervision. Who should I contact to get some help? I don't think its a matter police could help in at this point.

If you have to, get a chain and lock up the bikes and take any smaller toys inside for the day when your kids are done using them (just put a blanket down inside next to the door and put the toys there so if they're dirty they don't get stuff on the floor).

Obviously they are acting dumb..Buy a a small shed and lock if u can afford it and put them away when not in use. This will almost eliminate the problem of them taking things. Ignorance, rudeness is not a language barrier, just universally rude.
