My boyfriend and I (both 18) want to rent a hotel room for our anniversary but I know some hotels require someone to be 21, is this true for all?

No, it isn't.
My daughter has been renting hotel rooms since she was 17 (year 2000, she travelled a lot for various events, often alone).

Call various hotels/motels and try to make a reservation. You will need a credit card. If the credit card belongs to one of you, there should be no problem. If you are using someone else's credit card, there might be more questions. Generally, when calling, they don't ask how old you are (unless perhaps you sound very young).

You are a legal adult at 18 so I'm not sure how a hotel could legally require you to be 21 to make a reservation. As far as I know, the only requirement is that you have a major credit card, so if you are a no show or cause any damage they can bill it.

Not exactly, but most hotels require you to have a credit card to make reservations.

I'm not sure but I know here you have to be 21 or older to rent an apartment.
