The actual physical location is going to be P'unggye-yok. It is an underground facility in northeast north korea. Right now all they're doing there is unloading a bunch of large reels of cable. Cables can be used in nuclear testing to connect an underground test site to outside observation equipment.

If they do decide to run a test then our response is apparently going to be a naval blockade...which doesn't seem very effective considering north korea is already the most isolated (politically) country in the world.
