like in the air force, you can sign up to do 6 years instead of 4 years to instantly become an E-3 Airman 1st class...does the navy have something like this?

not instantly, no. In order to get E3 going in, you must have at least 90 college credits.

there are 'push button' rates that require a six year AD commitment and you are pretty much guarenteed E3 after A school, but that is mostly due to thefact the said Schools are so long that you have done your time in grade, and there is no exam to take to make E3.
