I am assuming you mean not "Qualified".

Basically, if you don't meet the qualifications set forth in the Canadian Immigration requirements, you can't. You can, however, work towards meeting the qualifications for a few years, then apply for immigration.

If you don't meet the requirements under the point system, you can either a) marry a Canadian or be sponsored by a Canadian close-family member, or b) Apply for Asylum (although you'd have to prove you're bona fide. Don't waste your time, or the government's time if you're really not-- you'll just end up being rejected.)

You will also need a sponsor who has to pay out money, as an assurance that once you here, don't use the social systems for the benefits.
