Call United Way Organization in your community or any Outreach Program or Social Services or even your local Public or Parochial School District (they will get you "hooked up" with free help!). There are many teachers who love volunteering their help to people of all ages! Let a professional or someone who has some training give you a good foundation. Don't be afraid to ask.

Start by getting some objects,take some away and count them,do the opposite for addition,good luck,when you get the hang of it just keep going, get some preschool math books

Do it on your fingers.
Like I just typed 5 words on the line above.
Just count them one by one.Even if you have
to do it on your fingers.Get some straws or beans.
Put them on the table make a problem add them on your fingers.

With money. . .and I mean using coins as fractions and dollars as whole numbers. If you can't or do not know how to count money. . .I have to assume you are way way young, but wonder how you able to read and write?

2 + 3 = 5 put more in in add
5 - 2 = 3 take away is subtract
*** + ** = *****
**** - * = ***

Use examples, not just numbers. use something you like, like Checkers or something. Take a math problem, and act it out. It helps.
