What is the Software used use to illuminate a word in a scanned image of a newspaper?

i believe the newspaper column you have is in JPEG format or any image format which is widely accept then you dont need to search for any expertise software the paint software in you window2000 or Xp will help, now i cant explain how you could highlight any text(sorry) that is what you need to discover, because before i told you about it i tried to do it at my end and it was working i.e. paint does highlight text in images.....

with the hyperlink that given in the question i believe the images are in PDF format with acrobat reader just copy the image to paint and highlight what ever you want but unfortunately it wont be saved as pdf again you need to save it as an image fromat, now to change a pdf file you could try download.com which will have several software to edit a PDF file...............
