Our landlord is obsessed with everything looking the same, but people here want to put up their own window treatments. What are tenant rights in this situation?

Thanks for your answers. The lease isn't specific about window treatments; it just says you can't "alter or redecorate." That could mean anything, technically.
Most people here don't want to hang curtains over the blinds. These are very small units, and it just gets to be too much. At any rate, some people have tried covering the blinds with other things, and the management still throws a fit about it. They are very controlling. I would like to just get more attractive blinds. I figured because it's the interior, they couldn't say anything. It's not like we're draping sheets over them!
So, can anyone tell me what "alter or redecorate" would mean legally? Or can I assume that since the lease says nothing specific about the windows, I'm safe to proceed?
