He did not, Cain made Hell when He killed Abel, Abel was buried in the grave. If you understand the meaning of the word Hell you will know why, take the King James Bible, find the word Hell, usually there is a small # or letter next to Hell, go to the marginal reference, usually in center of your Bible and see what it says Hell is.
If you understand the true meaning of Hell, then you will know that everyone that death takes, goes to Hell.
Definition: The word “hell” is found in many Bible translations. In the same verses other translations read “the grave,” “the world of the dead,” and so forth. Other Bibles simply transliterate the original-language words that are sometimes rendered “hell”; that is, they express them with the letters of our alphabet but leave the words untranslated. Does the Bible indicate whether the dead experience pain?

Does the Bible also say that upright people go to hell?

Acts 2:25-27, KJ: “David speaketh concerning him [Jesus Christ], . . . Because thou wilt not leave my soul in hell,* neither wilt thou suffer thine Holy One to see corruption.” (The fact that God did not “leave” Jesus in hell implies that Jesus was in hell, or Hades, at least for a time, does it not?)
Does anyone ever get out of the Bible hell?
Rev. 20:13, 14, KJ: “The sea gave up the dead which were in it; and death and hell* delivered up the dead which were in them: and they were judged every man according to their works. And death and hell were cast into the lake of fire.” (So the dead will be delivered from hell. Notice also that hell is not the same as the lake of fire but will be cast into the lake of fire.)
Is eternal torment of the wicked compatible with God’s personality? What would you think of a parent who held his child’s hand over a fire to punish the child for wrongdoing? “God is love.” (1 John 4:8) Would he do what no right-minded human parent would do? Certainly not! Simply put, the word Hell is translated from the Hebrew word Sheol, which means the grave, where everyone goes when they die.

Because animals went to hell, otherwise known as the grave, when they died. There are no words in the oldest scrolls that translates as hell or hell fire. Humans went there as a result of the choices made by Adam.

All I could do is guess, and I would guess that since He knows everything, He already knew that Adam and Eve would mess up. If the lifetime of the world/earth has already happened for God, then He would know what he needed and didn't need, thus the creation of Heaven and Hell...?
Just my thought...if it makes since.

The Genesis production tale is just a fable. It has extra to do with the deploy of the 7 day week. The Bible does not truthfully say while hell was once made, so we do not recognize.

If you created Time itself, and have it in your toolbox, you may manipulate all things unto your own purposes. We are the ones constrained by the bonds of temporal thinking, not God. So things like Freedom vs Free will, God's seeming 'change of mind', even Faith vs Works may never be obvious to us in this realm.
We are often asked to "think outside the box".... God can REALLY do it!!!!

He didnt make hell in one of the six days. He made the heavens and the earth and the firmament (space) bewteen them. The darkness and light are day and night. and he divided the waters from the soil and the sky. Where does it say He made Hell?

He knows the past and the future, Hell wasent ever MEANT to be for man, it was meant for the all knowing pure angels, who thought they were better than god. Man chooses to go to hell, it is not meant for him.
