Is it for people already here working with employers that are gonna sponsor/petition them for green cards?
If they're going to go through thorough background checks and pay back taxes, sure I'll vote for it. They are part of the economy now anyway.
But the link is quite old, though is it? 2001 or something...

Probably not. It is almost the same as the New Temporary Wokers Program that GWB proposed. Those that will benefit from 245i must have either an employer or a relative submit a labor certification or a visa petition on their behalf by April 30, 2001. Those who filed is subject for approval and have a petitioner that will be financially responsible for applicants to avoid recourse to taxpayers funded services. As far as I know, 245i is not revived up to this date.
And I dont believe that the public would be swayed easily to vote for 245i given that they are becoming to have a more educated awareness of legal and illegal immigration in this country. Any kind of amnesty will only encourage more illegal immigration even with the fence that is yet to be built and yet to be determined of its effective deterrence. Effective deterrence means complete and utterly and zero illegal immigration.People will always come or overstay on their visa and stay illegal and wait even years for another round of amnesties driven by political agendas.

I don't have enough info on the law but from what I read on the post I would say I don't know half of me is ticked because some not all people come here legal and some don't and they don't even respect this country so why do they want to be here and now instead of punishing them like the law says we say OK there here lets give them a free pass its not fair my great grandparents came from Germany, Canada and France and they all had to pass the legal tests and other things required to become citizens

Absolutely NOT, this is amnesty for criminal illegal aliens.
Why not just open up all the prisons and jails and let all criminals out into our midst.
