That happens from reading too much. Eye strain.

It could be a nervous disorder. It could just be stress. I had an eye twitch once & went to the eye doc...(we didn't have yahoo answers then, & all the experts on here)...& he examined me & found no reason, & then asked about the stress in my life. I was working with a very interesting woman, who was apparently bi polar...once I figured out it was her, I just worked a better way to deal with her & it went away.

Because they have terrets. Or some normal people occasionally have a muscle spasm caused by an excited nerve.

They either have what is called torretes syndrom or they are speeding on meth. Or it could be something that is hereditary. Could be many things but I would consider these the most common reasons.

It can be eye stress (glare, not blinking enough, allergies). But, it can also indicate Tourette's Syndrome.
