Some say Giuliani cleaned up right; some say he was just here for the ebb of the crime and it will inevitably flow in again.
I personally liked his hard-line tactics and would give him at least some credit!
Something happened after 9/11. Even though I'm from Long Island, I could easily see the change when the Black Out hit in 2002. My friends at work were on the phone with neighboring towns, even Chicago, and the black out hit us almost simultaneously. We were terrified first of terrorism, then of the possibility of looting, rioting, bonfires, and raids.
None of that happened. People might have actually stolen shoes to walk 50 miles home from Manhattan. Maybe so. But everywhere, there was a resolute peace among us. We had been distraught, but we would not be destroyed.
There was barely a car to be heard honking all my 4-hour, 40-mile ride home that day.
Giuliani and crew kept us as informed as possible via car radios, and the 311 phone line. We bonded together, and all listened at the same time. I offered a ride home to a woman reliant on taxis. Some folks opened their houses to co-workers who regularly drove long distances home.
We are NYC, we are the suburbs, we are Americans. We appreciate our home, I suppose, moreso now than ever before.

They cleaned the grafitti off the subway cars. Seriously.
That sent the message that even minor crimes like vandalism wouldn't be tolerated. I guess it made people feel more invested in their environment.
Of course other steps were taken too, but this was the first. And it wasn't easy; they had to wash off some of the cars more than once a day.

The decent people (i.e. the vast majority) decided that they wanted a better city less influenced by the lowest common denominator.

People don't realize it, but there is an inherent safety feature in large cities. In NYC, people are always out and about. The average criminal doesn't want to commit a crime in a crowd.

The main reason is rudy guilianni he was a great leader in a very bad time for n.y. city and he has really cleaned it up quite a bit.

The people who wrote the ratings said NY is safe because they live there and were scared of getting mugged or shot if they said otherwise.
