BE POLITE AND ASK HER TO PLEASE SLOW DOWN SO THAT YOU CAN UNDERSTAND HER BECAUSE YOU CAN'T.

First of all, STOP SAYING YES when you don't know what you're saying yes to!
Does Amanda know that she talks too fast, that you don't understand what she's saying? Have you asked her to slow things down? You need to tell her and it can be done in a very loving, caring way.
You may need to remind her several times. Maybe the two of you can pick a goofy word or silly phrase you can use everytime she gets all wound up as a secret signal that you need her to slow down.
The main thing is to let her know that you value her and her friendship.
Good luck!

Ask her to repeat the question. Say "Amanda, we are not having a race to see who can talk the fastest. Please slow down and talk like a normal person."

Never say "Yes" unless you know what you will have to do, Sierra!

Ask her to repeat herself, more slowly. Tell her you can't hear her all the time. My husband is like that, and even though it frustrates him when I ask him to repeat himself, it is less frustrating than thinking I've ignored him.
