No you cannot change your SSN at the same time you change your name. Example: When getting married, you must obtain a certified copy of your marriage certificate and bring this along with identification to the Social Security Office.
Now, if you already have a SSN they won't issue you a new number unless you can prove your identity has been stolen. There may be rare exceptions but it's very difficult to get a NEW number.
What they will do is, with proof of identity and a certified document showing the name change, they will re-issue the same SSN to the new name.

Absolutely not. That's why the government stamps us at birth with that number - so they can track you for your entire life.
There have been a few cases of people getting a new SS number, but VERY few. One that I know of was a woman whose number was inadvertently published on one of those fake place-holder cards that they put in purses and wallets.
I have no idea why any company would be foolish enough to put what might be a real SS or phone number on such a card, but they did. She got a new number. That is what it takes to get a new number.
You can't even get a new number if you are the victim of identity theft. So, once your number is out there for the criminals, it's out there forever.

Not a good idea, and I'm not quite sure they'll let you.
First off, in the records, it would make you look VERY suspicious. Considering changes that the Patriot Act and the torture bill initiated, you really don't want to draw ANY kind of attention to yourself.

You cannot change your SS # ever. There are extenuating circumstances, but you have to prove you are a victim of identity theft or something.

I think you can only change your identity (& ss #) if you are
fleeing for your life or something similar (if someone was
arrested for trying to do you harm.)

Nope, not unless you are in the witness protection program. Or go the illegal route and steal one.
