Adobe Creative Suite contains Photoshop for creating logos and also Go Live which is their web site creation program. It also comes with many other great adobe titles. This is a professional grade suite and is quite costly but it will contain everything needed to created professional images, logos, and web pages.

It's like asking, what's the best screwdriver to assemble IKEA furniture, fix my sink and take the batteries out of my kid's electronic toy. Every job might take more than one or two screwdrivers or techniques. Same thing for software.

Illustrator is probably the easiest profesional "cartoony" logo maker. If you want to finish it off easily, use Photoshop CS2. If you want it to have a 3D effect, then build it in Strata 3D.
The easiest WYSIWYG (what you see is what you get) tool for website building is Dreamweaver, but no matter how well you design it, you will still have some bugs that you'll need to clean up by hand in notepad. If you want some interactivity in your pages, you might find Flash very straightforward and relatively easy. If you're trying to build it yourself, you're looking at about 3-4 thousand dollars for the software and classes + tutorials to achieve a professional website. It'd be cheaper to get a freelance designer to do it for you (for 300 bucks at the most), specially since it won't take many work-hours on your part. Good luck.

Everyone has their own opinion on what kind of software to use when building a website. A family member of mine will tell you that "Macromedia Dreamweaver" is the best program to use... others will tell you to use "Microsoft Frontpage." In all honesty, if you know HTML well enough, all you need is notepad. Otherwise, the jury is still out on which program is best.
