He is 7 months and always rolls over immediately. She is 6 months and when i come downstairs she trots over to me (where bailey is already laying on his back) and she licks me a few times and then SHE rolls over. I have more question if SHE is being submissive cause she's more wriggly. She likes belly rubs too, is that all it is to her... and is it possible to be two different things to two different dogs? Thanks for your answers guys!!! :)

PS~ they are still in training and don't always listen... how come only sometimes he is submissive and other times rambunctious (not that i dont think that is normal cause they are puppies)... but do you see what I mean? is there a certain time they KNOW to be?

They are both submitting to you because they understand that you are their pack leader. A dog will not show its belly to any creature, dog or human, that it believes it is above in the social order. Wiggling doesn't matter.
But just because they recognize you as the pack leader doesn't mean that they're always doing to listen to you, especially if their attention is focused on something else.

Of course, they are different dogs, and have different emotions, so they act differently. But they are both dogs, so act the same, too.
A good way to train a puppy, and this worked great for me, when they do something good, speak to them in a high pitched voice. When they do something bad, speak in a very LOW pitched voice. It worked every time for me. The low voice is sort of like a growl to them and that means you are bad and I am not happy. ...

This simply shows the pack dynamics. She has assumed the dominant role with the other dogs, however you have maintained the role as Alpha over everyone. She may be the one that bosses everyone, she may even roll them over to make them submit to her, however you are still the boss of EVERYONE therefore she is, and should be eternally required to, submissive to you.
