I would consider this to be "cruel and unusual" punishment.

I have been in a German jail (i was picking up a soldier) they had toilets in every cell. Maby you just have to tell the officer you have to go potty and they will escort your to the bathroom. normally a person is not in a holding cell that long so there is usually no need for one. did you by chance see a drain in one of the corners, that might have been the toilet

If you break the law in Germany, you better pee before they lock you up.

I'VE BEEN THROUGH THE SYSTEM SEVERAL TIMES IN NYC. AND EVERY TIME I'VE BEEN LOCKED UP THE HOLDING CELLS HAVE ALWAYS HAD TOILETS.

IT is NOT illegal no matter where you live. It is a "holding" cell!!! Which means that you cannot keep someone in it indefinitely!!! And a HOLDING Cell means to HOLD IT!!! :)

webster county mo doesnt have one for their people in solitary confinement either, my brother got a coffee can.
