This could lead into a long discussion of Trinitology. In theory, God the Father is not visible to humans - we would be obliterated. Yet, Adam and Eve walked with God in Eden. According to Christian teaching, particularly based on John's Gospel, Jesus - being "The Word", might well have been God Incarnate, walking in Eden. Of course, the obviouse response is to point you to the four Gospel Books of the New Testament. According to all three Christian Creeds, Jesus is "of one being with the Father" (Apostles Creed) "God from God" (Nicene) and we just won't go into Athanasian. It goes on for paragraphs.
So yes, God has been seen face-to-face, from a certain theological point of view.
This question actually has entire graduate courses built around it.

Uh....I don't think they know....can a fellow atheist answer?
No man hath seen god at any time. - John 1:18 (John speaking for Jesus)
Not that any man hath seen the Father. - John 6:46 (supposedly Jesus' actual words)
And Jacob called the name of the place Peniel: for I have seen God face to face, and my life is preserved.
- Genesis 32:30
Thou, Lord, art seen face to face.
- Numbers 14:14 (Moses was speaking)
Apparently John was NOT familiar with the OT.

Only those who had seen Jesus the Son of God had seen God face to face. And those who had seen Jesus were not Christians but they were the ones who killed Him.

Are you attempting to poke holes in the bible by pointing yet again at another of the tired "contradictioins" or could this actually be an honest inquiry?

do you mean who has seen god face to face???? Personally as a Wiccan I can tell you that I feel, see, and hear the Goddess everywhere. You just have to be open to her. Now on the subject of Christians and their God.......

No one. To see God face to face is to be in the dimension where God is at. This is why if you see God you will die, because when you die you go to that dimension where God is at.
