I think what you really want to know is can you weep underwater. The act of weeping has many parts, sometimes involving spasming, gasping. The discharge of tears, and sometimes mucous from the nose are but effects of the other parts of it.
You might be surprised that the answer is yes, you can weep underwater. Your tears may be diluted, you might inhale some water if your gasp gets too out of control, but your snot will be washed away.
I know, because when I was eight, a girl I had a crush on humiliated me at a pool. I didn't want anyone to see me cry, so I went underwater, and when I came up for air, nobody knew that I had been crying. I had to come up for air a few times!

Yes you can. Would you rather like to know if you'd be heard crying when you're underwater ? Yes again. Only a lot less amplitude (read : volume) and a 1/6th of a second slower than when in the atmosphere :D

Yes you can. Tears are coming from inside the eyes to outside, the only difference is that your eyes and face is already wet and no one can see. only you can know it. maybe they can see your sad face. maybe you should try to cry under shower tonight..

Thats a good question. I bet that you could produce tears but you wouldn't beable to sob unless you can breathe water.
