Cats should not eat dog food all the time. Because, it doesn't have enough protein in it. It's okay for a cat to have it occasionally, but not everyday. And dogs should not eat cat food, because it has too much protein in it and can stress out their kidneys. You might want to try different brands of cat food until you find one that your cat likes. Same thing with the dog. As far as the water thing? Well, some dogs just don't like water. Even labs.

First, your cat and your dog need to eat their own food. Your cat may be one of the rare ones that likes water, but it certainly isn't uncommon for puppies not to take immediately to water. I have a cat that would swim in the toilet if I left the cover up.
Introduce the puppy to the water slowly, always allow her to have an escape route in case it becomes too much. The easiest way for puppies to learn to like the water is a gradual shore, such as the beach or a lake. Swimming pools have too steep of an incline that makes dogs nervous. If your dog never becomes a water rat, no big deal. Enjoy her for who she is.
Yes, cat food is bad for dogs and dog food is bad for cats. Both animals have different nutritional requirements. That is why there is specially-made dog food and specially-made cat food.
