I tell ya, a sure-fire winner at any type of county-fair or festival of that nature is Rock Candy or Candy Glass. And the stuff is UBER-EASY to make. The only special equipment you need is a Candy-Thermometer and a large pot to boil it all off in. There are literally DOZENS of recipes for basic hard-crack candies (My personal favorite is the Betty Crocker Cookbook recipe) and it literally seems to FLY off the shelf.
A buddy of mine and I made 30 lbs of various flavors of Rock Candy for a county fair here in Ohio about 3 months back and SOLD OUT in 2 hours.
Hints : Flavor variety works well. Make sure you've got these sure-fire-winner flavors, extracts, though (available at most supermarkets and finer food shops) : Peppermint, Strawberry, Root Beer, Grape, Cherry, Orange and Lemon.
After that feel free to be creative with your flavors, but those 7 sold MEGA-FAST for us.

What's the festival for? Incorporating something that has to do with the theme of the festival always works. For example, if it's a Halloween Festival, having one of those apple bobbing booths might be a real hit, and very easy. If it's in celebration of your town, maybe a lemonade stand, or baking cookies, or something that represents your town would be good.
What will the currency be? Examples: real money, tickets, free. I would go for something unique. One year at my town's annual celebration, a church group had a booth where the kids stuck their hand through a curtain, and felt around. They had about 5 seconds then had to identify what they felt without removing their hand. If they guessed right, they got a certain color ticket that could be used at another booth. Some of the items were, a feather duster, a yo-yo, a bowl of jello, a bowl of cooked spagetti, some uncooked macaroni glued to a sheet of paper, a remote control, etc. It worked out really well, because there were only 5 booths out of about 50 that were providing tickets to the booth everyone wanted to go to. I think that booth was a treasure dig and for 4 tickets you got 15 seconds to dig around in a kiddie pool of sand that had all kinds of treasure. It had everything from junk prizes, to tickets, to cash (change and bills). It was a blast.

What about a White Elephant booth? Do you know many people that have a bunch of junk in good condition that they would like to sell? You know, yard sale stuff.

Food in general usually works pretty well! Make something that is a specialty of yours, and call it your "Your Name" Famous "Your Food"! Then you can offer smaller, complimentary sides and baked goods to go along with it. And drinks!

Something that you are good at doing and enjoy, but keep it simple. Baked goods, cakes, sweets, frosted brownies or non alcoholic drinks; being fall, are you into cider? Good luck.
