Volunteer at a local shelter.
Donate to a spay/neuter fund.
Donate supplies such as dog and cat food, cat litter, bleach, blankets, stainless steal food bowls, and the like to your local shelter, so they can afford to help more animals.
Offer to foster an animal for the local shelter to help it get house trained and increase it's chances for adoption.
Get any cats and dogs spayed and or neutered that you can afford. Especially the females, since they will produce the litters. You can get cheaper spay and neuter from http://www.friendsofanimals.org
The best thing is to get them off the street so they do not reproduce and add more homeless animals. Call animal control and/or help transport abandoned animals to the local shelter.

The best you can do is encourage people to adopt. You can do this by spreading the word yourself or volunteering with the local humane society. By adopting dogs you're helping shut down puppy mills, giving otherwise abandoned dogs another chance and most importantly, not contributing to the animal overpopulation problem.
We have 3 dogs, all are adopted.

Im ther with you , me and my friend ran around all summer doing chores for people and gettting donations we ended up getting 2,546.87 for an animal shelter , We brought stray animals we were taking care of there , and when we checked back a month later half of them had been adopted some were on teh waiting list , then the animal shelter got new crates from Petsmart bc my aunt is the manger , Just try anything

Animal control and the SPCA rent humane traps. For a small fee you can borrow a trap and turn in the dogs to the shelter. They will do their best to find them homes, but if they are too wild or sick it might be kinder to put them to sleep. At least they won't be on the street and suffering.
Good Luck. Street dogs are wise to the ways of humans. Mostly they ignore traps.
More importantly, start preaching the importance of spaying and neutering all pets. Educate yourself and tell everyone who will listen.

I would suggest that you call animal control or the humane society. Attempting to tamper with your neighbors dogs, no matter what the circumstance unfortunately is a crime and you can be fined for stealing private property. There must be a warrent issued by the police to confiscate these dogs.

Run ads for them in other nieghbourhoods ...
Take one in at a time get to know the dog and then place an advert in a paper .
Kind of your personel Humane society .
You might want to charge a small fee to cover your costs and deter just anyone from calling you for them .

Keep them in your yard or in your house.If your parents dont let you keep them,just let them live in the streer, just make sure you feed them everyday.I used to do this.I wasn't allowed to keep stray dog's in my house,so I just fed them everyday.
