My dog loves to lick people. She even tries to lick in people's mouths if she's too close to your face while you are talking. Is this a show of affection? dominance? or just something dogs do?

Your pup being all up in peoples faces and licking them is an excited dominant state of mind. She is - I'm guessing - a small to medium sized, high-energy dog. How often do you walk her? How long do you walk her?
You should walk her in the morning to tire her out for the day, and again in the afternoon/evening to burn off the pent up energy she built up while you were away. Your walks should last anywhere from 30 to 60 minutes. It'a a great way to unwind for the day for you and great for your pup. A tired dog won't have the energy to be in people's faces.
Also, you need to be in control of the walk. You need to be in control of the dog. You must let her know that you are the pack leader, the authority figure, and that this excessive licking is not wanted.
You don't need to yell, raise a ruckus or be mean to her. Just be firm and authorative. Correct her by pushing her away, "No." and ignoring her. Only reward her when she sits quietly by, lays down at your feet or what have you. Reward her with affection on your terms. You only need to pet, scratch or massage pup as a reward, that's all she wants anyway. But again - she must EARN it and it must be on your terms.
You are in control, calmly and assertively. You are the alpha leader of your pack and she is a follower. It is you who must help to change her. She can't do it alone.

First off, since this is a natural behavior, do not punish or correct the dog for licking. Instead, if the dog starts to lick, simply tell her "No lick" and stand up and walk away. Do not look at her, talk to her or acknowledge her presence for at least a minute or two. She will learn that licking causes you go go away and ignore her and should soon stop the behavior.

my dog does that i guess they like to greet people or to suss you out if he knows u or they will use a different way like sniffing you.
