The answer above is correct, you want to wait until they fall from the tree or the meat inside the shell will be very bitter. If the meat is bitter it is not ripe. And if the meat is rank the nut has probably been around more than a year.
The nuts usually start falling in the last three months of the year that's probably why pecan pie is a holiday dish.
Pecan meats freeze well if you unshell too many.
And if you have excess, send them my way, pretty please.

The outer green part is the shuck. It will split when the pecan is ripe and they will fall, especially after a rainy or windy day. Squirrels, crows, and jays rob my trees here in the city. I have to knock the nuts out the shuck as soon as it splits, otherwise they get them all. I spread them out in the garage to finish drying. Crack a couple occasionally and taste them. Don't bag or box them until they're fully dry or mold will form on the shell (the woody brown part).

Shelled pecans will keep for several months if they're put in freezer bags and frozen.

I'm wondering if the "mushy outer shell" you're talking about is actually the greenish brown husk that covers the shell, just remove it. The regular shell is brown and woody looking. To use the pecans just crack the shell and pick out the pieces. They don't need to be dried, they are ready to eat or use for baking right out of the shell.

You don't pick pecans. Wait till they fall. When the time is right, the mushy green part dries up, splits open and drops the pecans. Pick them off the ground before the squarrels get them. Best time is late October. They won't fall until you get a good cold front or two come through.

Don't pick them. Wait till the nut falls out of the hull. Crack the hard woody shell and get the "goody". If you don't have a pecan cracker, hold the nut upright and hit the end with a hammer. You will get more halves.

A tool to pick up pecans off the ground and nut crackers are available at http://www.pecanworld.com/pecans.htm
