Rev. 17:7-And the angel said "Why do you wonder"? I will tell you the mystery of the woman and of the beast that carries her, which has the seven heads and ten horns.
8- The beast that you saw was and is not, and is about to come up out of the abyss and go to destruction. And those who dwell on the earth, whose name has not been written in the book of life, will wonder when they see the beast. The seven heads are seven mountains (Rome has seven mts) on which the woman sits. 12 Then ten horns which you saw are then kings. They receive authority as kings with the beast. 13 These have one purpose and they give their power and authority to the beast.14 These will wage war against the Lamb, and the Lamb will overcome them, because He is Lord of lords, King of kings, and those that are with Him are the called and chosen and faithful.

I, like one of the other posters, have read about Vatican City being the woman who rides the beast, "A City on Seven Hills."

She is a CITY, according to Rev. 17:18 "And the woman whom you saw is that great city which reigns over the kings of the earth."
Rev. 17:9 clarifies "she" sits on seven hills.
Most folks believe this is the Vatican City, which was built on 7 hills. HOWEVER, this is not to say that the Catholic Church will necessarily control the Vatican City at that time.
