I think the question is clear. The answer, however, is not.
It's the subtle, not-so-obvious things that I would like to know the answer to.
(I'm not talking about the obvious things, such as stalking, harrassment, etc. That's self-explanatory.)
Is it just a vibe you get? Is it his looks? His body language? Is it the simple fact that you don't know him? Is it because he happens to be shy? ETC...Details, please.

most times it's just a really wierd vibe, but there are a few instances where it's a combination of the things you mentioned, like his looks and body language. a guy can be shy, that's okay, but if he doesn't know how to convey that without speaking and he just stares at you through his hair with his head halfway down and he doesn't smile or anything, then we will probably write him off as a creep. if we as women can't figure out what the guys deal is just by looking at him then we're grossed out. a guy can't just stare expressionless and give us nothing to "read" on his face. that says creep right away. if the guy doesn't give us some kind of gesture (like smile or wave or look away for a second) then poof, he's a creep. on the other hand if he overdoes it and ogles then he is also a creep. it's like hey dude, my face is 6 inches up or i don't talk out of my *** so stop staring at it. the trick is to be SUBTLE!! also, we don't bite, there's nothing to be afraid of. i don't know why so many guys are intimidated by women.....

I think its more of a vibe we get from the guy than any certan thing we can pinpoint. And of course harrassment is creepy. Also it is creepy if the guy reminds you of your dad or brother or something like that and is wanting to go out with you. So in that respect one girl might find a guy creepy and another girl wouldn't. But its mostly just the vibe we get from the guy.

Usually it's a vibe, sometimes it is behavior such as ALWAYS wanting to spend time with you, wanting to RUSH a relationship. Talking about marriage a week into the relationship....not a good thing, very creepy.

Sometimes it is the way you look or act. You might do it from a distance but she still sees you. Just ignore her in front of her face maybe she will notice you.
