Yes in the US they do at a marked crosswalk at all times unless there are crossing signals (walk/don't walk) then they must wait for the appropriate signal.

According to the traffic law, pedestrians definitely have the
right of way when they crossed over a marked crosswalk or a
zebra crossing.
Any vehicle which doesn't stop at these marked crossings for
pedestrians when people are using it, will be liable of a traffic
offence and the penalty is a fine or a court summons depending
on the seriousness of the situation involved.

After they have entered the crosswalk, yes they do, hit someone in the crosswalk and you are looking at some serious charges. However, they cannot just walk off the edge of the curb without looking, but as a driver you must be the one that is most diligent in watching for pedestrians.

IN a crosswalk? yes.

When a pedestrian is crossing WITHIN the marked crossing, traffic must yield.

However, this does not give them the right to cross without due care. ie: Cross regardless of oncoming traffic, or without even looking.

A pedestrian DOES NOT have the right of way in any other situation. A person crossing without using the crosswalk is Jaywalking (a violation in itself).

In my state, yes!

In a city where crosswalks have signals, pedestrians are supposed to wait for the WALK signal.

yes pedestrians always have the right of way at all marked crosswalks. now when it isnt marked and they walk out in front of you then you run them over (just kidding) then you honk and give them the birdie.

Pedestrians always have the right of the way, though pedestrians themselves should be careful of where they are walking as well. However, the blame falls mostly on the driver, since they should know when it is appropriate to speed or not speed at different areas, such as high traffic areas, parks, school zones, etc.

pedestrians have the right of way at a marked cross walk in every state and most if not all they also have the right of way at an implied cross walk (implied cross walk- one that is not marked but the the person is crossing from one curb to another across the intersection but not diagonally)
