Hilter thought that Austria should be part of Germany so he annexed it. He didn't really hate them any nore than he hated the Germans. What he did was destroy the educated middle classes. These were the people who could effectively oppose him so he got rid of them. So as well as Jews, Gypsies and Slavs (people of east european origin) the concentration camps also held teachers, scholars and other educated people from both Germany and Austria. Once the middle classes were gone the people were much easier to manipulate and indoctrinate. Just as with the Germans quite a few Austrians were members of the Nazi party, a bit of History many of them would like to forget.
