If you are referring to the original Disney movies from the '60's, that was an Old English Sheepdog. The recent remake starring Tim Allen used a Bearded Collie.

I wouldn't call a sheep dog shaggy.
If you want shaggy, look at the Puli. It's all dreadlocks and looks like a rasta dog, or at least like one huge dirty mop head.
