Registry Editing Help?

My PC always start with this error message: < Windows cannot find: C:/windows/kensenjangansocial.exe...>
Wen the Regedit comman in Run will display: < Registry editing has been desable by the administrator: while im the administrator.
How can i enable the registry again? is it a virus acting this way?

get hijackthis at download.com and clean your registry
