wanting..information on the legal aspects..in the construction of a citizen based...national home land security........task force...the creation of an information data base...the integration of like minded citizens........into a solution based, action oriented, highly informed group..community protection....improvement and or elimination of perimeter breeches in security..upkeep.......and sustannance of community values... safety...and peace of mind of all citizens.

Sounds like your local police department, Coast Guard, and the State National Guard. Go sign up as a member or volunteer, they need good folks who are action-oriented and want to be part of a solution, rather than a problem.

You can't do it, as you would be branded as subversive and attempting to wrest control from duly authorized officers. In other words, the government doesn't want you acting independently...oh yes, we saw a few efforts being made, and because of lack of funding, lack of political power, and lack of official standing they tend to disappear into the woodwork. No matter how noble the effort might be...i.e. neighborhood watch...without the support of officials with the power of arrest, tend to be old ladies keeping watch from the safety of their homes. One of the weakest parts of your proposal is the funding, it takes money, maybe not salaries, but vehicles, computers, and a training course, not to mention some sort of uniform or identification, and then we would need radios, mobile phones. It sounds nice, but that is all it will gain.

Interesting idea. The "Guardian Angels" is a citizen-based vigilante group in NYC that has operated for years to protect residents and tourists from criminals. We can make a citizen's arrest in conjunction with police help. You may want to check with the FBI and get more than one opinion from them. The government obsiously cannot protect us so we must take the situation into our own hands. We have a right to protect ourselves but how far can we go with it? Great idea!

That is a good idea and one hell of a run-on sentence. Your eighth grade english teacher would have a stroke if she read that. You seem to have a solid idea and a great vocabulary but you might want to stick to something more along the lines of under cover Wal-mart security.
