Don't bother. Until they actually DO something dangerous (murder, rape, etc) no one will do anything because they are not a high priority. And even if they are deported, they will be back again in a few days....hell, a collegauge of mine has brough the same person across three times in one week after deportation....
Your best bet is to handle the matter yourself....or hire someone to do it...

Try calling 911, whether or not the are illegal if they are dangerous. You can be just as dead from a person that is legal killing you as you can from someone that is illegal. And your question says more than you think. if you have nothing against immigrants then why not just simply ask how to report someone you think is a danger to your children?

Fisrt of all, where do you think he's from? and second, how is he DANGEROUS? Do you mean dangerous like that man that open fire on an amish school... or is he stealing oranges on your neighbor's tree. Is he harrasing someone you know? I'm immigrant too so you'll have to be a little more specific cause we are not all the same... Thank you.

You call the police. Isn't that what you'd do if the "immigrant" was a citizen?
