Ho ho.

I think you want to go for something that sounds typically English without being too cliched. I'd suggest something connected with the region the pub is in - "The Duke of X" always works well. But if you want something completely original, is there maybe some historical event or local person of note you can use? My local pub is called "The Tim Bobbin" and features 18th century etchings and suchlike on the walls (some of which i think explain who Tim Bobbin is) which works well.

Overtly silly names (Slug and Lettuce, Squid and Mongoose etc) suggest more of a trendy gastro-pub/wine bar type place so I'd avoid those.

My favourites are ones which can be taken the wrong way like the Butt Inn, Halfway Inn etc.

However, I agree that it needs a local flavour, where will it be based? You could search out local legends and folklore and see if there are some interesting characters to name it after. John Barleycorn and The Green Man are both often used folk characters to name pubs but maybe you have a local hero who's mores suitable.
