Well, first.. do you know her as in are you friends? If so, I wouldn't tell her you love her just yet, rather as her to go out for coffee or something involving just the two of you... maybe hang out that way for a little while to help you get to know her better in a more intimate setting and also help you be more comfortable with her. Then you will be able to see if you get along together and if so, will be comfortable enough to tell her you like her as more than a friend. See how it goes... if she totally blows you off, then she's not worth you being so worked up over. If not, you will have eased your way into the situation and can truely know if you really love her (the person she is inside)... good luck sweetie... even outgoing people like myself can get shy when feelings are involved... take ur time.. if she's worth it, it will work out : )

buy her a card. try hallmark. Don't go overboard or she might freak out. Make it nice cute or flowery and simple. Ask her out in the card. Under no circumstances should you tell her you love her. She WILL freak . Approach her when you feel comfortable. Try not to look too desperate , just smile. Calmly say Hi (name), I just wanted to give you this. Then leave her.
In the card you can write. Hi (name), You've had my attention for some time now and I'd really like to know you better if you would let me. Maybe a movie next saturday? Give me your answer at (phone # or place to meet you). Then you plan a movie find one in the afternoon so you can have dinner afterwards and have something to talk about to break the ice and see what happens from there.

You could just start out by talking to her as a friend and when you get kind of use to her you tell her how you feel about her because you never know, she might be asking someone else the exact same question that you are asking.
