A restraining order is a civil order so it comes from a civil judge. You can contact your county court clerk and they will walk you through the process. A restraining order can not be enforced by the police.
A protective order is a criminal order and can be enforced by the police. If you believe you are in danger or you fear for yourself or family contact the district attorney's office in your county and they will help you with the protective order.

Fortunately or unfortunately you will not be able to get a retraining order unless there has been some kind of physical aggression towards you from the subject. Just go to your closest police station and ask to file for one. They are going to ask you several questions along with your contact info. Apart from that Im sure you will have to go to court. Its not that simple.

Good luck!
