I would say Previous experience is more important because with qualifications it is just a title you have like say CCNA certification. This does not prove that you know what you are to do. you may pass the exams but are not good at all when it comes to actually putting your qualifications to the test. But with experience you know at least most of the corners to the subject. For example a teacher who has taught a subject for more than 10 years has the experience in that he has the information on his finger tips and for a fresh graduate teacher he will consult the books every now and then and he may keep missing out on the important notes so the students may not learn all that they need to learn.
So i conclude by saying Experience is more important than qualifications even when getting a job. Remember most advertised jobs include a minimum of say 2 years experience

depends on the job. its hard to generalize and say one way or another. i would say if its a lower position though, experience

if some one gives job v can show our ability instead if every one
asks experience where to bring it from
