I want to go to New York to find work in the fashion industry, if im out there for 3 months can I join agencies and apply to jobs without a visa in hope that they will sponsor me for one? Also does anyone know any nice cheap places to stay?

I don't think many places will want to do visa sponsorship very readily, it's expensive for them to do that. You'd have to have a skillset that they can't find in anyone else that's already in the USA.
Nice and Cheap in New York city generally do NOT go together. You might be better off staying in Jersey City in New Jersey and taking the train over to the city in the daytimes. Jersey City isn't super cheap, but it is a little more affordable than Manhattan.

If you don't have a Visa and a work permit, no good place will hire you.
The Labor Board has a history of being super tough on the Fashion industry, because of its history of having sweat-shops, which still exists in NYC. (sad but true)
