Ahhh the Victorian rules of etiquette. Yes, we still have rules set down to us by Queen Vickie the Great. She is the one that set the rules that govern cursing, off color humour, gentlemen and lady behavior in society, and what have you. It is still polite of men though to take thier hats off, I like a man who does, and opens the doors for me, but that is just me.

Removing a hat at entering a building is a long-held custom that has recently gone to the wayside. It's not just the young teen boys with their ballcaps, but their fathers also ignore the courtesy.
Why they choose to ignore a common courtesy that shows respect to others is beyond me. There is but one exception when a man should not uncover in a building and that is when a soldier or a law enforcement member is under arms (wearing a weapon).

I have no idea but it is quite odd to have your hat on in a building! The sun was left outside!
