the oldest air force units starts around 1910 such as the German air force , the Japanese air force , Italy and France. The royal flying corps was born in 1911 a year thereafter the royal southafrican air force.
The first really independent air force is the RAF in 1918 when the flying corps and the naval flying corps came together in 1 force ( there for they still depended to the army and the navy )
Everybody seems to forget the Belgian air force which was born in 1909 and at the start of WWI had 4 squadrons and has to regarded also as one of the older air forces

It all depends when you call the "air force" an air force. Is it when it became a separate arm of the forces or when they had airplanes (mostly depending of the ground forces or the balloon section).
