Well for me a nice trip is the best idea.
Somewhere romantic like Venice, Paris or Santorini! They will always have the memories of this trip!

Separate the 2 occasions!!!
You could buy your daughter a locket, charm bracelet etc.. if she is into jewellery, or have a mother & daughter pampering day out where you both have a manicure and your hair done and just spend the day having fun!!! You could give a cheque for her and her fiance to put towards the wedding or organize a surprize party to celebrate the occasion

Wow! that's a lot of excitment in a day!
I would say get her 2 seperate things. If you get her one thing for the both occassions and god forbid, something went wrong in her engagement, she would have the same feeling towards the 21st prestent. Jewelery is always good for a 21st, as she will always have it with her. For engagment, money or a suprise trip for her and her finacee are always a good idea. Something they can enjoy together, yet nothing physical they can keep.
Hope that helps

I have 2 daughters. I think the best gift we've given them to date (ages 22 and 20) is a daughter's ring. It has their birthstone in the middle, with mine and their father's on either side. We told them it was to remind the two of them that no matter what, or who they became in life, they were first and will always be our daughters! (tear)

Well, I got engaged on Christmas 4 months before my 21st birthday, but my parents bought my Wedding dress for my birthday. They helped with the wedding but didnt pay for everything, and I got my dress for $125 on ebay (gorgeous dress by the way) and they paid for it.

A bottle of wine or champagne to celebrate with them. After all, she's 21 now!

A pram.
She might start talking to you in 5 years or so.
I'd try a keepsake, its a big milestone for her. Maybe a decent watch ?
