we cant really run out of it unless the earth gets so hot that it all evaporates into space, which would take A LOT of heat and time.

more importantly, we can have a water shortage, because our demand for it is higher than the replenishment rate through evaporation/precipitation-so my vote is that your roommate is WHAACK for using way to much water.

ok firstly running out is hard so state to a fact because it will rain and replenish rain supplies however in droughts you can run very low and will have to cut down water use.. this happens in different places from time to time including North America..
when I was younger we had one drought that was so bad they said not to water your lawns.. not to bath (short shower instead) and not to flush if you peed (if its brown flush it down - if its yellow let it mellow)
more recently there was another drought here where many crops were lost and people were forced to sell or slaughter animals because they couldnt get feed (hay) for them .... many horses were sold cheap that year because of high feed costs

the risks are that our fresh water will become increasingly scarce and more polluted. with more and more people being born to the planet than are dying the demands are increasing - every year we loose some water when people throw it in the garbage - eg. water is left in water bottles thown out or water is spilt and when cleaned up some goes into the garbage...never to be returned to the environment again...

Yes, not can we , we are. Drought is destroying huge sections of Africa. Rain forests are being destroyed and that impacts rain fall. The oceans are absorbing the ice melt and turning it into salt water. While there may be places that have enough fresh water for people to drink, more and more of the Earth will not.

Yes we are under serious threat of running out of fresh water. A lot of money has been ploughed into research in Africa to either mitigate against further loss of fresh water or seek alternative sources of fresh water.
Please advise your friend that the threat is real!

It is no and yes. It will run out if we start polluting it more faster than we can clean it. And no is that water evaporates into the air (which are clean water) and falls down as freshwater. If did more than the nature and what we can clean, there , of course, won't have fresh water for us to use anymore.
