I suppose, but that designer, logically speaking, would have to have the ability to design it. It is unreasonable to believe that an earthworm can build a rocketship and fly to the moon! So, the designer must be reasonably qualified to complete the task. That's why the "Intelligent Design" guys appeal to a higher power...or God. The "Intelligent Design" issue is a theology vs. science problem, while the question of who the designer is is a theology vs. theology question. Perhaps it may become more in the future, since there is a growing number of scientists who are seeking an alternative to the evolutionary theory.

Anyone or anything that meets the essential criteria - existence outside of time and space; existence before the universe came to be (eternal); and the power and intelligence necessary to design the universe and cause it to become a reality where absolutely nothing existed before. Anyone who meets those basic criteria could be the Creator. Personally I can think of only one person who does.
