There is no issue to be resolved here. Pakistan occupied Indian territory by force and Pundit Nehru was foolish enough to stop Indian army from driving them out. Pakistan will not give up Kashmir under any negotiation. Wait for the next war by Pakistan and recapture the Indian territory. Of all the blunders committed by Nehru this is the long standing and unresolvable one. Even now The government of India does not want to treat Kashmir at par with other states. Indian citizen does not have equal right in Kashmir The governments have miserably failed in re settling Kashmir pundits and restoring their property. So long as there is apathy from the government Kashmir will continue to be an issue
