Cockatiels are not your better talkers, and the females are worse at it than the males. That said, some of the babies I raised did talk, but I never really worked too hard with my breeding stock. They did learn to mimic whistles very well though. Cockatiels that I have heard in the past have gravelly voices and it can be hard to recognize what they are saying because their ability to mimic is limited.
If you take a hand raised baby, and repeat very simple phrases over and over, you can probably get a cockatiel to talk. The males though, don't begin to vocalize much until they are about eight months to a year old, so you may not see much effort form the bird until then.
Stick to very simple words, especially at first. The S sound is very hard for a parrot to make, so stay away from that. Hello, C'mere, and Good Bird are pretty easy. I had an Indian Ringneck that could talk a blue streak. He tried to learn to say "sweet heart" but sweet was very hard to say. He finally shortened it to just "heart".
I tried once to teach that bird to say MMMM when I asked it "Is it good?" I did this by saying the entire phrase, planning to drop the MMMM part so he would supply it whenever I said "Is it good". This didn't work, because instead the bird learned the entire phrase, ran it all together and would say it as if it were one long word with a really short MMMM: "Isitgood?Mm." He would say it over and over again while eating his food. Funny, but not what I intended.
If I were to try that again, I would try teaching the MMMM part first. Then add the "Is it good?" in front of the MMMM once he has it down well. Then I think when I asked the question he would tell me MMMM in reply.
I suspect MMMM would be easy for a cocktiel, so you might try that one. Start with MMMM every time you give him a treat. then go on from there.

I started training my Cockatiels to talk around 9 months old. But, some will never talk at all. That being said...I own 3 Cockatiels, 1 Jen-day parrot, 1 Nan-day parrot, and a double yellow headed Amazon...all of them are vocal. I trained them with a CD I bought on EBAY. It repeats words and phrases over and over again. I usually let it run for 30 min. to an hour, 3 times a day for about a week on each phrase or word. I also talked to them daily using the same words.

My cockatiel, Peanut, Started talkin when he was a few months old. A lot of it depends on how much time you can spend with your cockatiel. I have agoraphobia so I'm home all the time. Good luck, Becky

well mine started at around one year also know that if you start teaching it a young age he will learn faster and rthey only repeat the things they want to . Mine only like slearning from my uncle hr taught him how to talk they say they leran more froM kids or females because soft voice but I mean my uncle taught my cockatiel so I guess it doesnt realy matter

Not all will learn to talk. Mine never did. He would just squak 'til he was let out of his cage. Incidently, he died of an upper respiratory infection (equivalent of a head cold in humans). So take care not to expose him to extreme temperature changes and people who are ill.

Our was talking and singing tunes by one year old.
He is 21 years old now and his vocabulary is limited but he still have his favourites.
It was like - when he was young, he copied everything - even a dog barking in the distance.
But as he got older he stuck more and more to his routine.

It depends on how much time you spend with them. If you keep them more company, and talk to them, they tend to learn faster.
