You can hide what so ever the material you want. You just start the DOS. Now useing renaming command, rename that particular folder. As i am telling you. Suppose your folder's name is akash, then rename that to r{╚. Now you must have wondered how these two objects are appeared. It come with using Alt button on your keyborad. You just keep the Alt button pressed & type 123 and then leave Alt for one time. Again press Alt & type 456. And then leave that again.
After renaming that, use attrib+h command to hide that same folder. After hiding the same folder, move out from DOS. Now try in windows to open that particular folder. Window help will tell you that this folder does not exist.
When you have to enter in that... then use attrib-h command first and rename that again to akash.

You can simply hide your folder with the hidden attribute, and place it somewhere where no one can find, like in windows system32.
Placing password on folder may cause damage to it, especially when moving or copying it another place. Although there are tools that helps you with that, but when that tool is corrupt or deleted, so is your folder, and you can't access it anymore.

right click over the folder and click on the security tab, and assign permission to the new user you created

No, you can't. But you can use softwares. Search encryption softwares. Or you can protect them as a zip file.
