If you put eyeliner in the inside of your eyes you can remove it by wetting with water a little bit of paper toilet and then pass it on the inside of your eyelid and it will remove completely the eyeliner and at the same time it will not scratch your eyes. It works great for me and I have been doing it ever since I was 13 years old.

You really need a good makeup remover to get the eyeliner/ makeup off. It's not thorough when you are using just water. Morevover, it does you good long-term to take your makeup off totally because the skin will have less burden and stay good.
You can check out a few makeup remover here:

Try and cleanse your face with a facial cleanser. If that doesn't work, dab a little bit of moisterizer onto a cotton ball, and swipe. That's gonna get that stuff of for sure! Good luck!

Baby oil or Vasaline will work a treat. Eyeliner is oil based so you need to break it down with more oil. Even cooking oil will work!

the best thing for eyeliner goop is petroleum jelly.spread it onto your eyelids and wait for a few minutes.and not to worry, it definitely doesn't burn so you needn't squint around.then just wipe it off with damp cotton.very simple.olive oil from your kitchen works great too.seriously.try it.

Baby oil is a good last resort or any kind of skin moisturiser, use it with a cotton wood wipe.

face cream on a cotton pad...but make sure it has no fragrance or colouring in it because if it gets in your eyes it hurts. use a cream for sensitive skin and don't scrub your eyes with it, just gently wipe them.
