Cats don't. They go into heat where they'd just meowmeowmeow and the whole neighbourhood would hear her...
Dogs do. More of "spotting" that lasts from a few days to a couple of weeks.

Not really, but kind of, only a couple of times a year if they go into heat but don't get pregnant.

all animals have a menstral cycle if they didnt they couldnt reproduce so yes both cats and dogs do
